Charles Loh, NTICFer, Past Vice President, Class of 1986

Charles currently works for the Business Consulting Group, IBM as a Managing Consultant with responsibilities for the Government and Defence sectors. He specializes in business process re-engineering and IT project management. He led in the effort to win several mega millions engagements, and he was also the project director/manager of several other complex projects. Charles was part of the PwC Consulting team which joined IBM after the global acquisition and prior to that, he worked for Ernst & Young Consulting.

Charles’ career spans over 18 years. Before beginning his consulting career, he was the Corporate Planning Manager / CIO of a locally listed marine and shipping company, where he developed and implemented the IT masterplan as part of the company’s transformation from a family run into a professionally managed company and with the vision to go regional. He also led several initiatives to invest in joint ventures in the China and South East Asia (including the setting up of a shipyard in Batam, coal mine in Kalimantan and oil refinery in Longkou, China).

Charles’ first job after graduation was with the Ministry of Defence where on a SAF Scholarship, he served in several appointments including Senior Project Manager for Command and Control Information Systems which deploys the latest state of the art technology, and the Army Head Budget Control, managing an annual budget of S$1bil. He is still an active NSman with the rank of LTC, holding a key appointment in a Division HQ, sits on the NS Working Committee as a Committee Member and serves as a National Education Lecturer (giving talks to Junior Colleges and Polytechnics).

With such diverse working experience, Charles has developed strengths in achieving results, developing win-win relationships with customers and partners, and building high-performance teams. He has also developed deep insights into the operation and administration of governments and the civil service.

Charles graduated with a degree in Civil Engineering (Honours) and has an MBA from the University of Hull. He is also a part time lecturer with the School of Computing, National University of Singapore. He is happily married with two sons and a daughter. He jogs regularly and occasionally indulges in a game of golf, holding a decent handicap of 21.
